Value Chain Integration is a critical, but often overlooked discipline in the Upstream business by both Major and Independent E&P players.  Look no further than the Permian Basin now with hydrocarbon ready to move but limited access to pipeline or alternative transportation, storage, and export facilities.  This was a major area Mr. Webster managed by assessing and addressing with Phillips66 NGL Midstream growth program.  Major volumes of NGL were coming out of gas plants and crude production, but capital expenditures on value chain infrastructure had been flat for years.  Not only transportation and storage, but fractionation, ethylene cracker capacity, derivative capacity, export facilities, and import facilities in international countries that product would have to go to were all imbalanced.  Access to capital and external commercial relationships are a key to success.
